New Atlanta have been planning this project for a long time (as you'll have heard / read in the various interviews with Vince Bonfanti). Vince approached me almost a year ago to ask if I'd be interested in being part of the steering committee and I said yes, very interested. Over the months, he kept me apprised of progress as discussions went on inside the company. When the announcement came, at CFUNITED Europe (video interview with Vince), I was relieved that we were finally going to be able to talk publicly about the project.
Now that Alan has formally announced the committee, I can also talk openly about that. As Alan says, most people will recognize the majority of the committee - and I think it's important to note that several members have not exactly been New Atlanta's greatest fans in the past, which I think is a testament to how positive these people feel about the emergence of a free, open source CFML engine.
You can get involved in by joining the Open BlueDragon mailing list. You should also feel free to ask me questions about the project directly at sean.corfield@openbluedragon.org.
